IIS 7 WebDAV - No "Authorization Rules" icon!?

I have a fresh new Windows 2008 Server, I have followed the walkthrough on iis.net but under the IIS Manager, IIS section I don't have an "Authorization Rules" icon as per the screenshot: http://learn.iis.net/Content_Cache/350/image010.png. Any ideas?
