Hello,
I has to be either the storage limits on each individual mailbox in Exchange, or you have a message size limit set in exchange. If the newsletter contains pictures, then it may be exceeding the limit you have set in Exchange for inbound message size.
Check your MAILBOX STORE LIMITS tab in the Exchange System Manager. Make sure your storage limits are unchecked, or set higher if you choose. Also if you have deleted item retention turned on below, it will retain those items after deleting them from the mailbox for the number of days specified. So, even if you delete items from a mailbox to test your theory (as you stated above), Exchange may be retaining that size until after the days specified.
To check the individual message size limit, go to the SMTP server properties and check the MESSAGES tab for the LIMIT MESSAGE SIZE option. You may need ti increase that if it is set low.
