? Software allowing users to enter details onto a website.

I have a website, and I want to allow certain people (via a login and password)  to enter their details, photo, area of expertise, etc...  onto the website.  

From this data, I want to provide visitors to the website a list of people that meet their needs.   It would be best if vitiors can search the listings using freeform text.  (eg:  search for Manchester...  or search for Male.)

It would be good if I can provide a listing organised by certain fields...  eg:  Location, Area of Expertise, etc.  

Does anyone know of such software?  

I currently use Netobjects Fusion to build my website, but I have some PHP and database building experience as well.   (oh yes, There is MySQL on my server and PHP version 4?  or maybe 5?  I forget)
