Recover Deleted Items Exchange 2003

I have a user who deleted emails about 3 weeks ago, We think the employee was up to no good and we need to recover them, Is there any special tool we can use to get these messages back, we do not care how much it costs.  Any ideas would be helpful .

This doesn't really help we have the mail box, but the use deleted messages and the recover deleted items was not enabled, so we are looking for a way to recover just a few messages.

If you have an OST file, which is Outlook offline file when using an Exchange, look for the emails there.

If you are using an Exchange, and no OST file, then the deleted items are gone. Sorry!

There is one other arena of hope.  Do you back-up exchange using Symantec or some other exchange back-up modality?
