I.E cookies reset to accept / Pop up removal

I am having problme with a client pc not being able to get rid of some pop ups. I have tried spybot, No adware, Norton, Mac-Fee and still get pop ups.  Also the Internet Explorer 7.0 cookies reset to accept all anfter keep setting it back to medium or deafult.  I am runing out of time.
