Wireless Connected with and without Internet

This one's a two part question:
1) Very often, I'm on my school wireless network, but typically cannot get on an Internet connection. I'm not blaming the general network as I see other people around me in classes browsing the web on their laptops with the same wireless connection. Any idea what could be stopping me from getting internet access?

2) Other times, my wireless connection tray icon indicates internet connection, and I have no trouble connecting to IM clients and using them at normal speeds, but web browsing (on both IE and Firefox) and my email client (Mozilla Thunderbird) are rivaling 28.8k modem speeds. Though, this does not happen when I boot up in safe mode, and later seemed to have seen it to be my Comodo Firewall. So, the question is: Why would this happen? What could I do to prevent it? Any other good ideas for a free firewall?

I've attached a HijackThis scan to the question.

Oh, and LAN connection to internet works perfectly in all cases, even with the firewall.
