I also found that certain Kaspersky Internet Security 7 settings will break compressed sites.
Just a test: if you use this code (see snippet) right at the beginning of the page, you should get the same results (or pretty much the same) as with your code. You shouldn't have to worry about the user accepting encoded content as the user agent will do that automatically and always accept the correct version.

Maybe they use proxy, and the proxy don't want to accept compressed output?
