Your security setting level puts your computer at risk

I recently updated to IE7 and started having problems accessing various web sites due to the default security settings.  When I lowered the settings to a tolerable range, I started getting alerts whenever I use my browser to let me know that I have lowered them.

Is there any way to stop my IE7 from alerting me with "Your security setting level puts your computer at risk" every time I open my browser, without raising the security levels on active x, java,  etc. back up to the intolerable level of warning messages every time you access a site that uses them, or worse?
