"Internet Option" menu disabled/does not open in ie7, while running xp pro xp2

I believe a corrupt file was downloaded when changing the default search menu from live search to google and yahoo.  I had almost a complete system breakdown, but was able to do a system restore via the safe mode.  Have since had to restore again a few times.  I now got the tabs back, etc....but under tools, the internet options does not do anything to open.  I need to be able to clear the cache.  I tried uninstalling ie7 and reinstalling using high speed connection, but was unable to.  
Is there a solution for this without having to uninstall and reinstall?  I am trying to repair ie so that I can do my updates, etc......and move on.Start Free Trial
