Double clicking IE icon on Windows XP SP2 desktop creates a shortcut rather thatn launching IE

On a fresh install of Windows XP SP2, double clicking the "E" icon on the desktop (IE 6 SP2) creates a shortcut on the desktop rather than launching Internet Explorer.

Typing iexplore.exe in a command line works fine.
Clicking the quick launch icon works fine.
And Clicking the Icon on the start menu works fine.

Normally this would not be a big deal, but this is happening on a freshly created ghost image, and I would like to fix this without rearranging icons to "workaround".

Also IE 7 is not an option for this issue to be fixed.

Greetings bergmystr !

In IE, go to Tools > Internet Options > Advanced. Uncheck "Show Internet Explorer on desktop". Click OK. Restart the computer. Is the IE icon gone from Desktop?

Go back to into Internet Options and re-enable "Show IE on desktop". Click OK. Restart the computer.  Does IE icon open correctly?

I couldn't find the option in IE to show on desktop, so i did it from display properties>custimize desktop.  I'm going to reboot now, and try to re-enable
Sometimes I have seen this issue if you have a stuck key on the keyboard.

What I do to test this is bang on the ALT, CTRL, SHIFT and WINDOWS keys all at the same time about 3 or 4 times.  Then I try my mouse again, and see if it works.  

You can also try clicking on the IE icon, and then hit enter and see if it works.

Just to be on the safe side, I switched the keyboard and mouse with a fresh one.  Same Issue.  I also tried to single click and press enter (both with the old keyboard, and mouse, and the new ones as well)

What is wierd about this is that if you double click the shortcut icons that are created they launch IE with no problem.
when you right click this IE icon on desktop, what's the first bold option?
Open Homepage or Create Shortcut?

if its Create Shortcut, then try running this utility which should restore the default double click option for IE

The Icon has no bold options.  The only options are:
   Create Shortcut
   Delete
   Rename
   Properties
I have also tried the registry fix and all is the same.

I'll try the suggestion from Sheharyaar Saahil later today.
While trying the above suggestion, I found that there are a whole bunch of IE7 references within my OS.  I wonder if something got updated, or one of my Colleagues decided it would be a good idea to try this update.  I'm going to do a repair install of the OS and see if that fixes the issue

I verified everything from the developerfood link from above and nothing.  Tried the OS fix, and nothing.  I finally broke down and upgraded to IE7 and it now works correctly.  I'm going to up the points to 300 and split them between Sheharyaar and war1.

Glad the problem is fixed. Humm...upgrading to IE7 must have fixed some association in registry.
curious if you were to now uninstall IE7 via add/remove programs if the same shenanigans would return.
I had this same  issue and located this registry repair which resolved it.  It returned the shortcut menu to original and everything works as it should.

I had two PC's with this same problem where clicking on the Desktop icon for ie just created a shortcut.  Tried about 4 other suggestions but Solinus's regfix from Divshare did the trick for me. Downloaded to flash drive ran on both PC's as admin, problem solved.
