In order to get a decent answer you have to ask a good (and complete) question. There are dozens or hundreds of websites devoted to troubleshooting IE, what have you tried? We have experience and sympathy for your plight, but we are not psychic!

"jp user" ??? Is that the profile name, or an acronym for something else?
If it is the profile name, is it a limited account? Are you on a Domain or home network?
What type of connection, and hardware are you using if a home network?
(Cable Modem, DSL Modem, Router, Hub, Switch, etc....)
