IE creates duplicates of its launch icon instead of launching.

After a XP Home to Pro upgrade, a few workstations show the follwing behavior: If you double click on the Internet Explorer Icon, you do not launch IE. Instead, it creates a copy of the IE icon on the desktop.
How can I fix this? The only way to launch IE now is to click on Start>Programs>Internet Explorer

Also, right clicking only gives you the following options:Create Shortcut, Delete, Rename or Properties.
All other icons on the desktop work fine.Start Free Trial
