Cannot Install Certain ActiveX for IE7

I cannot install ActiveX controls for certain sites. For example, I want to perform a Live OneCare scan using this site "http://onecare.live.com/site/en-us/center/whatsnew.htm", but keep getting this message in the Information Bar  Your security settings do not allow websites to use ActiveX controls installed on your computer. This page may not display correctly. Click here for options&".  I am running as an Admin and have tried another Admin account, have tweaked all the IE7 security settings (i.e. enabled everything), added the site to Trusted Sites, all with no sucess.  I also had this problem with the Flash add-in download site and a few others.  My OS is Vista Business, AV is AVG 7.5.  I need to use the OneCare scan as a part of another project.  Thanks for any help.

I had a very similar problem where I could not install any ActiveX controls.  No matter the security level I set I had the same problem.  The issue turned out to be a corrupt user profile.  I logged in as a different user and had no problem.

On thing I've learned over the years is if there is a strange issue, try a different user profile.
