Limit upload to webmail

Hi.
I am concerned with the fact that any user can use a webmail to upload confidential files and send it by email. I can't stop the usage of all webmail servers so, I would like to limit the file sizes to be uploaded.
How can I do this?
We use SBS 2003 (without ISA Server); windows xp and internet explorer 7.
Only a few users should be affected by this policy.
