Questions RE: "Blocking Unwanted Parasites with a Hosts [Modified} File"

Hello. I found a website that Blocks Unwanted Parasites with a Hosts File.
Website: http://www.mvps.org/winhelp2002/hosts.htm
I followed the Windows Vista installation detour. So far, I am not getting Spybot to remind me with the annoying "little gems". It sounds like the MVPS Hosts file rids my web browser of all parasites. I am not clear however if this method applies to the entire system or not, that is this procedure needs to be conducted on each user account/profile. Since the Host file is on the C:\WINDOWS\SYSTEM32\DRIVERS\ETC folder, it sounds like it is system installed, not just user account installed. Need someone to clarify, I may be wrong. Also if you find any questionable issues, please let me know. Thank you!
