Internet Explorer error when downloading csv file from link:  Cannot copy file: Cannot read from the source file or disk

When click a link from a web page (it's happened on more than one web application) in IE6 to download (save) a data file (csv or txt format), I am getting the following error:

Cannot copy file: Cannot read from the source file or disk

This same error for the same web page does NOT happen when using Firefox.  Any ideas on what is causing this error, and how to fix it?
