I Can't Browse the Internet

I am having trouble browsing the web. I have a good ip address and my dns settings are correct. I have tried both internet explorer and firefox. I am able to use the email client and receive email. I can ping websites by both ip address and domain name. I have run a number of spyware and virus removal programs and the computer seams to be clean. I have tried everything but can't get it to work. When it tries to connect it gives me an "Waiting for res://ieframe.dll/dnserror.htm..." I also included a hijackthis log. I don't think there is anything blocking the connection but I don't know for sure. I have run WinSockFix but that did not fix the problem. I am able to browse the internet with ie in safe mode with networking. I have tried to disable every program at startup but it still didn't work. I have also tried uninstalling ie7 and reinstalling it. I have reset ie7. I am at a loss of what to do next.
