With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. Windows XP using Internet Explorer 7

When this person tries to logon to hotmail (Windows Live), we get an error.  A web page comes up and says please enable cookies.  It gives instruction on what we should do.

Basically it says to go to Internet Options, Privacy, Sites.  Click on it and add www.live.com as an Allowed site.  We did this but it does not work.  We can see live.com as "allowed".  If we delete cookies, we can get hotmail working again.  But as soon as we open hotmail's page a second time we get the same error page.

Just for fun, I disalbed the two Spybot add-ins for IE7 but the problem remained.

Any ideas?

Try another browser like Firefox (www.mozilla.com).  Did it have the same problem?

If so look for other "security" software.  Anything with a privacy or ad blocking feature may cause something like this (e.g. ZoneAlarm).  There is usually a way to customize or exempt a site.  Let me know the programs you have if you need details.

Hello yeller,

1. Clear your DNS cache.  Go to Start > Run and type CMD
and hit OK.
At the command prompt, type ipconfig /flushDNS
and hit OK.

2. You already clear your cache.  

3. If no joy, check if your PC is blocking the site.  Do a search for HOSTS file and open it with an editor like Notepad. Delete any line that has the blocked site in it.

HOSTS file is located in
Windows XP      =      C:\WINDOWS\SYSTEM32\DRIVERS\ETC
Windows 2K     =     C:\WINNT\SYSTEM32\DRIVERS\ETC
Win 98/ME     =     C:\WINDOWS

It is a hidden file. Go to any folder and select Tools > Folders Options > View. Check "Show hidden files and folders". Click OK.

4a. If you are using Internet Explorer, check if the site is restricted or blocked.  Go to Tools > Internet Options > Security. Hightlight Restricted Sites and see if the blocked site is located there.

4b. Also under Content tab > Content Advisor, check if the site is restricted there. Remove it.

4c. Also, under Security tab, add the website to your trusted zone.

5. Check if antispyware, antivirus, or firewall is blocking the website.

yeller-- Internet Options, Privacy, Sites is not the only place where IE7 allows you to block cookies.    
When you are at the Privacy tab, do you see a slider?  If it is set at High, you will block many cookies and all third party cookies.  You could try lowering the slider and see if that helps.
Another place where cookies are blocked by IE7 is  Internet Options, Privacy, ADVANCED.  Check the box "Override automatice cookie handling" and make sure that first- party cookies are set to Accept or Prompt.  If no help, you could also set  third- party to  Accept or Prompt.  There is a security risk to that, but if you try it briefly on the hotmail site to see if that fixes things, I do not think you will have a problem.

hello all,
I have tried all your suggestions, except using another browser.  NO JOY!
This person uses Spyware Doctor (Free version).  I checked, but I did not find anything there. It did the same thing even with Spyware Doctor disabled.
They use AVG Free.  I'm not sure where in AVG I could check to see if this site is blocked.  I installed AVG and I did not configure anything special when I installed it.

Ideas?

1. Reset IE settings.  Go to Tools > Internet Options > Advanced.  Click on "Reset" button. Click OK. Close all browsers. Reboot the computer.

2. An addon may be interfering with IE. Disable Addons.  Go to Tools > Add-on Manager, and uncheck the addons.

If you cannot open IE, start IE without addons.  Go to Start > All Programs > Accessories > System Tools > Internet Explorer (No add-ons).

3. Check if a program running in the background is interfering with Internet Explorer. Temporarily disable antivirus, firewall, antispyware, ad-blocker, popup blocker, and all Norton programs.

4. Uninstall and reinstall IE7. Make sure you have the latest updates.

5. Create a new user account in Windows.
