View Internet Explorer Cache of a users desktop from an admin workstation

Hello, I am trying to track and ultimately block users from accessing specific web sites... however what would be the best way to access their Internet cache on their workstation from an admin workstation?  Because what tends to happen is that the users will see somebody coming and close the IE window all together.

The users workstations are mainly XP with a few Vista systems.
