I'm working on a Dell Desktop running XP Media Center Edition, that was infected with spyware and viruses. I have cleaned the malware using CCleaner, Spybot, SuperAntiSpyware, Bitdefender, Windows Defender, AVG, MalwareBytes Anti-malware, CWShredder, HiJackthis, and Smitfraudfix so I am pretty sure it is clean.
I cannot access Internet Options in IE7 when I click on Tools, Internet Options. I get an error message saying: This operation has been canceled due to restrictions in effect on this computer, Please contact your system administrator.
I am logged in as an Administrator. I CAN get to Internet Properties via Control Panel. I reset the Web Settings to defaults on all tabs, but still no access through IE7.
I also ran this VBS script from Doug Knox:

I checked Spybot's settings to control IE restrictions and the check box is not checked.
I un-installed IE7 and went back to IE6. I CAN access Internet Options through IE6. When I re-install IE7 the problem comes back.
Any ideas?
