How do I remove the security warning when opening local html pages with javascript?

I am using a SCORM program with compiles a course as a local HTML file with Javascript. I need to test course code on a regular basis, unfortunately, every time I view a web page, IE 6.x presents the following warning, multiple times: "To help protect your security, Internet Explorer has restricted this file from showing active content that could access your computer. Click here for options..."

Selecting "Allow blocked content" only allows me to *temporarily* pass that page. The following pages warn me again. If recompile, I must repeat the cycle all over again.

No amount of configuring Security, under Internet Options seems to make a difference (even setting all zones to Low security).

I've read a lot of complaints about this on the Internet but I have yet to find a workable solution, hence the reason for offering 500 pts to a workable answer.

For various reasons, the solution must:
- not require Firefox (for corporate reasons beyond my control)
- solution must work for both IE6 (primary goal) and IE7 (a separate sol'n?)
- must not require any pay-for tool
- must not require changes to html/javascript (this code is auto-generated and not modifiable)
