How can I manually set the credentials for a proxy server if it is not prompting for them?

I have several legacy non-domain machines that access the internet through our corporate proxy server. I do not control the proxy but I believe it is a Bluecoat proxy appliance.

I used to get asked for credentials when I would access the internet via the proxy but now it just displays:

Appliance Error (configuration_error)
Your request could not be processed because of a configuration error: "Account is locked out."
For assistance, contact your network support team.

Is there a way I can manually give it the credentials? Perhaps a .PAC file or something along those lines?
