Manage Add-ons menu is dimmed in Internet explorer 7

Hi,

I turned off the Add-ons in Internet explorer 7 in an attempt to find the add-on that was giving me trouble. But when I tried to turn back on the Add-ons I found that the Manage Add-ons menu is dimmed. How do I turn it on.
