Can't browse pieces of webpages intermittently

I'm getting a strange problem when I try and browse the internet on my computer.

I will occasionally get 404 not found errors on pages that are known to be good (e.g. hotmail.com). Refresh a few times and eventually it comes through, and sometimes the pictures don't download (red X's). Again, refresh a few more times and eventually they come through too.

It's intermittent. My overall ability to download things remains the same. Torrents are running smoothly, and I can download files okay.

I would say it is my internet connection, but the SAME THING happens when I browse a local website I am hosting using IIS in my INetPub\wwwroot folder! The exact same problem with pages occasionally coming up at 404 errors, and images randomly not downloading.

It happens in Firefox too I think, but not as obviously. Firefox just displays a blank white screen when this is happening, whereas IE will display a page-cannot-be-dispalyed error and occasionally half-load.

Checked out event viewer and I did notice a few items in the "Applications" section. Attached in the code snippet.

Any idea what's causing this?

And once only, I found for my MySql server:
 
Out of memory; check if mysqld or some other process uses all available memory; if not, you may have to use 'ulimit' to allow mysqld to use more memory or you can add more swap space

But the MySql database is extremely small, and I have 2.5 gigs of ram.
