Microsoft Internet Explorer Process showing up, but not window

One of my users is having an issue with his IExplorer.exe.  When he clicks to open it, it doesn't open, but if I check the processes, it is showing up.  

I have tried everything from windows update to a fresh install. Nothing works.  I put Mozilla on his machine and that works, but he would rather have IE. (Don't ask why)
