Making IE default browser for all users on XP machine after FoxFire uninstall.

Hello, I have a XP SP3 machine with IE 7.0 installed.  This machine had FoxFire installed at one time.  I have removed FoxFire using the Add/Remove programs.  I have also used CCleaner to remove any registry items related to FoxFire.  In addition I have run the following in an attempt to get my IE desktop shortcuts to open with IE.
1.  Try Start->Run->%SystemRoot%\system32\control.exe appwiz.cpl,,3
2.   shmgrate.exe OCInstallReinstallIE

The many IE shortcuts on the user of this machine all attempt to open with FoxFire.  In addition all shortcuts created have the FoxFire icon.
I have deleted these shortcuts and created them from scratch, again, they all attempt to open with FoxFire.
I have searched EE to find solutions to this problem, but none have worked.

How can I get the shortcuts to open with IE?

This is driving me nuts!
