Missing "disable changing proxy setings" from local GPO

Hi,
   i am trying to disable the option for changing the proxy settings on one computer.  I login as admin and load up the local domain policy and work my way down to:
computer config -> admin templates -> windows comp -> IE

but the option for "disable changing proxy setings" is not there.  but is is on my computer.
the computer has a very limited set of options to chose from, where as, i have dozens.
how can i add those additional options?
