Certificate Error in IE7 Server 2008 - Get res://ieframe.dll/ when click "Continue..."

I recently purchased Server 2008. It is a new install on a new server.
I am trying to setup APC's PowerChute Network Shutdown. The application installs, but when I open the console, it is web-based.
The first page is the generic, "There is a problem with this website's security certificate."
When I hover over "Continue with this website, it displays "res://ieframe.dll" in the status bar below.
When I click on it, I get the generic "This page cannot be displayed"

Im sure it has something to do with the new security features between Win2008 and IE7. I have added the local 127.0.0.7 IP to the trusted sites zone, as well as the UPS's 10.1.13.7 IP address.. Still not working.

I also have a problem when trying to download anything from Server 08. It says "Your current security settings do not allow this file to be downloaded."

Please help!
