Internet Explorer 7 doesn't work but Firefox does.

I have Vista Ultimate running on a Dell XPS 420. When I try to run IE7 I get the following; "Internet Explorer cannot display the webpage".
Firefox works fine but there are some sites ie Microsoft the demand IE7 so I would like to get if working.
This is really bugging me and I have searched for a soluition.

If I use the "Diagnose Connection Problems" it comes back with the message "Windows did not find any problems with this computer's network".

I have tried running Interent Explorer (No Add-ons).
I have used "netsh int tcp set global autotuninglevel=disabled" in the cmd window
I have reset IE7 to factory settings and cleared all the caches.

I am running ESET Smart security virus checker and Windows Defender

The version screen of IE7 shows 7.0.6001.18000 and is installed OEM by Dell

Any ideas
