Thanks LeeTutor but I don't think this is going to solve the problem as the problem manifests itself through the "Feed Headlines" gadget in Windows Vista sidebar which displays the most recent 20 or so headlines from all registered feeds. I don't actually use the RSS feeds by using IE itself; I only look at them through the Feed Headlines gadget.
Previously this list of 20 or so headlines would update automatically as the underlying feeds themselves were updated. It was when this list became stale after a long time that I realised that the underlying feeds themselves were not updating every 15 minutes as they were before. I have checked every one of them and all settings are for frequent updating and, as I said, I have tried exporting and importing all the feeds.

It could be an add-on that is messing things up. Have you tried it with Internet Explorer (No Add-ons), which you will find on your Start Menu under All Programs -> Accessories -> System Tools. If this works, then you can troubleshoot your normal IE connections by selecting Tools menu -> Manage Add-ons -> Enable or disable Add-ons.
