Internet Explorer Installation did not complete - have tried microsoft troubleshooting tips to no avail

I am trying to install IE7 on Windows xp sp2. When I install the application is goes through the install wizard, installing updates, installing core components etc.. then it goes to finalizing installation and then goes to a screen with a red X and a message saying Internet Explorer Installation Did Not Complete.

I have tried a number of steps listed here to no avail.

The logfile (attached) did come up with the string ArchiveFileForUninstall:ArchiveSingleFile Cancelled

so I followed the instructions and ran this:

echo y| cacls "%CommonProgramFiles%\Microsoft Shared\VGX\vgx.dll" /P BUILTIN\Users:R "BUILTIN\Power Users:C" BUILTIN\Administrators:F "NT AUTHORITY\SYSTEM:F"

I then attempted the installation again but got the exact same error message.

I also tried a clean boot, disabled all non msft services and startup entries using a selective startup and tried to run setup again. Same problem again.

I have tried the installation on a network account with local admin rights on the machine and I have also tried the install using the local Administrator account but the same problem each time.
The user needs to run this application asap due to a custom application which runs only in ie7.
I would appreciate any help or advice.
