Users logging into a Windows 2003 Terminal Server are unable to view tabs in IE 7

We recently upgraded our Terminal Server to IE 7. The server is Windows 2003, Standard with SP2. Internet Explorer Enhanced Security Configuration is not installed. If I login to the TS with an account that has administrative rights, I am able to open IE and open new tabs. IF I login with a standard user account, I am able to open IE. However, Open New Tab is grayed out.

What I have checked so far. The GPOs applied to the Terminal Server OU have the "Turn Off Tabbed Browsing set as not configured." I have confirmed that standard user accounts are able to go into IE and the Tabbed Browser settings are not grayed out. Right now, it shows as enabled. I even tried to disable and re-enable to no avail. A JPG with a screenshot is included.

Any help you can offer would be greatly appreciated!
