Yes - it is enabled for all types of zones except Restricted Sites and sites like Google.com is not there in Restricted Sites.

Recently, XML is not being displayed at all in IE8 using Windows Vista. It worked well before. Any type of XML including RSS feeds from Google, CNN, etc. are not being displayed at all - it just says connecting and finishes without any page being displayed.
Any suggestions on how I can fix this problem?

I just noticed that my IE8 does not disable all add ins despite running with no addins!
Looks like this is a manual job as potentally one of your IE8 add ins are affecting the XML / RSS feeds.
If you could go and manually disable the add ins for now as a means of elimination:-
Tools > Manage Add-Ons
If you have an AV toolbar this also might be affecting this, do you know if your AV has updated recently?

Sounds like you'll need to enable it:-
Tools->Internet Options->Security->Custom level->Active scripting set to Enable
