Cannot get Document Tools to display (for Excel) in IE8

I use .asp pages all the time and open them as Excel documents, but not IN Excel:
<%@LANGUAGE="VBSCRIPT"%>
<%Response.ContentType = "application/vnd.ms-excel"%>

The document opens and looks like an Excel document in a browser... since going to IE8 I no longer can click on the tool bar and "show document tools" to get the Excel tools.  This is missing with IE8.
