Are you asking about starting your computer in Windows XP safe mode?  If so, then  when you press F8 during your computer startup - you will need to choose Safe Mode with Networking instead of just Safe Mode.  That will allow you to access the internet while in XP Safe Mode.

If this is not what you are asking, please be more specific.
