Using a webcam on Windows CE with Opera and Flash

On the Windows CE platform, using the Opera browser (Opera for Devices version), it should be possible to run full Flash applications.

If the device running Windows CE has a webcam would it be possible to use the video recording feature of Flash?

Using a regular version of Windows, i.e. Windows XP, this functionality is built-in to Flash, and the user can very easily allow Flash to access their webcam. Is it possible to do the same on the Windows CE platform?
