This is an odd one... never seen a question like this before.
I clicked the link, and got the "This page cannot be displayed" error.
However, if you delete the space before the last / in the link, I think it works perfectly fine (at least on my computer).
Try clicking this one:

1. If you have Windows Messenger Service, disable it. The Messenger service is typically not needed for home users.
Right-click My Computer and click Manage.
Fold out the Services and Applications option and click Services.
Right-click the Messenger entry, select Properties, and choose Disable under Startup Type.
Click OK.
You should no longer receive messages sent via the messenger service.
2. Use the following scanner to find and remove the website.
SpyBot S&D searches your harddisk for so-called spy- or adbots;
http://security.kolla.de/
3. If still no joy, download HijackThis from Spywareinfo download page
http://www.spywareinfo.com
Post the log. I will find the problem for you.
4. For future preventive maintenance, make sure programs cannot just download on your computer without your permission. From the Internet Toolbar, go to Tools > Internet Options > Advanced. Make sure "Enable Install On Demand (Internet Explorer)" and "Enable Install On Demand (Other)" are unchecked.

and the strange thing is... IE will work when i type a URL into a folder address bar..
and another strange thing is. it will not alow me to open a url from the window to a new window without getting a lovely "The page cannot be displayed"
when i click the "IE" desktop icon it will display "The page cannot be displayed"
i even try'd to restore it from the windows xp pro cd.
i have many spyware removal programs such as "Spy bot S&D" "adaware" and so on.
Thanks for the update.
Is your Operating System and Browser "current" with updates using WindowsUpdate? Very important, since significant fixes have been delivered that way.
Have you cleared your Browser's cache (temporary internet files, history files including offline content)? Also, clear entries in your HOSTS file and try setting Internet Explorer to the default settings, close it and reboot. Try again and advise.
Are you behind a Firewall?
Have you kept your spybot/adaware and any Viruscan program updated? Adaware, as one example, has been delivering new updates frequently; and be sure to so deep-scanning. More here:
From AdAware 6.0 HELP
To perform a scan, you must choose one of these three scan modes
The first thing you need to do before performing your first scan with Ad-aware is to determine what TYPE of scan you need.
· Use default scanning options - using the default settings you will enter during your initial configuration. To make last minute configuration changes you can use the "Customize" hot-link to reenter the settings dialog
· Select directory \ drive to scan - You can choose to scan specific folders and drives without performing an entire system check. Just select the "Select" hot-link to enter the "Select folders to scan" dialog and then manually choose what you would like to scan.
· Perform quick system check - This mode will scan your memory, registry and Windows folder. This is the fastest scan, but also the least comprehensive. We recommend that you use this as a quick "test" to determine if you need to perform additional checks on the rest of your system.

There are so many other possibilities that come to mind. Again, much time has passed and you've changed Browsers; but these may be pertinent as well.
Within IE -- tools -- internet options -- advanced and restore defaults (as noted above), and when you clear your Temporary Internet files, I'd also clear cookies AND check your HOSTS file to delete entries not needed, or try renaming it oldhosts or the like, reboot to ensure you're not being erroneously redirected due to entries in the HOSTS file from Browser hijackers. Try making IE your default browser. IE - HELP - lots of insight and guidance there.
I always back things up when I find an anomoly and read all software instructions carefully, and recommend that highly.
There are so many tools out there, here are just a few to help with Spyware, Hijacking problems and more...

Any of the products below will completely remove most hijackers, unless it is one which has just started spreading.
Spybot S&D [recommended]
Ad-aware
Aluria Spyware Eliminator
If you have a hijack that is not fixed by any of these products, you may use these solutions below that I've come up with after helping to fix these same problems countless times through email and at the forums. Read on...
Please read the disclaimer below before doing anything described here. By following any of these instructions, you agree to be bound by the disclaimer. If you do not agree, do not follow these instructions. Also note that with Windows NT/2K/XP you will likely need to be logged in as an administrator for much of this. Go ahead and do that now.

Final note here before I get to work and that is to check your XP system files to ensure critical files are intact as follows:
start-run- sfc /scannow (note space after sfc) and have your Windows disk handy, as needed.
It sounds like you've got a number of problems; so I'd also recommend using the Control Panel and maintenance process to check your disk integrity as well as trying the defrag option.
The Operating System as well as IE have some useful help files and troubleshooters. More here from the Microsoft site; so you can pick and choose:

More specific to LOP.COM
Welcome to OnlinePCfix LOP (LOP Toolbar) remover page were you can download SpyFerret for a FREE SPYWARE SCAN. SpyFerret detects and safely removes LOP spyware & the infamous LOP Toolbar, as well as over 400 other common spyware.
The Lop Toolbar is not only one of the most annoying hijacker toolbars around, it is also spyware! Not only does it hijack your starting page and keeps sending you to its advertisers, it also tracks all your site visits and reports them back to Lop Inc. This information is then used to 'tailor' a marketing plan targeting you based on your surfing habits (which means more popups and more junk email). Additionally, Lop auto updates itself and downloads various software onto the infected PC (both without your permission), in an effort to remain updated and to avoid removal by spyware detection software. This makes Lop removal extremely hard!

You said you had a lot of spyware removal software, and want to add that you need to make sure you keep them all updated with new definition files AND that you clear your HOSTS file of entries as well (other than the localhost item). There are many other free and fee programs that may help you.

Just found this:
Note: Links to webattack should be changed to SnapFiles per this:
WebAttack.com is now SnapFiles
As of January 2nd 2004, we have changed the name for the WebAttack.com site to SnapFiles.com.
Even though the WebAttack name has been known as a great resource for software downloads since 1997, we believe that we have outgrown the name, as we are no longer limited to Internet related software only.
The site remains the same, except for some cosmetic changes and a new logo. You can still access us via webattack.com, but you should update your bookmarks to use snapfiles.com from now on

Thank you for finalizing this; but feel we could have resolved it without the need for you to reformat. Been there before and although a "royal pain"; we may have saved you the effort you used. But, as with all this stuff, takes time. Lop.com has some notoriety, as shown here:
http://www.spywareinfo.com
I'm also having the same problem however it's with a different webpage.
I don't have spyware or adware - I ran spybot and adaware.
Nothing showed up.
I deleted the old index.dat file from the folder for IE in another profile, and that didn't help.
(that was from an old microsoft fix page)
Nothing seems to be working. It's for a page in this site:
http://www.ecampusrecruite
I can sign in fine, but when I get to the upload resume part of the page,
I see the page for a second and then it flips to "page not found."
It only happens when I'm on that webpage.
I can use the other tabs in the site like searching or updating my account, but i can't stay on that page.
It's not compatible with Mozilla or Opera either.
I added the page to my firewall (norton internet security) as well as trusted sites in IE.
It still flips to page not found the minute it tries to load the page.
I'm running Windows 2000 and IE6.0
I have cookies and java enabled too.
I have all the most current patches from microsoft as well.
I contacted the people who run the page, and they have no clue why it's happening on my computer.
I had my friend sign in and he was able to get to the page I needed.
I don't know what his settings on his browser should be though.
