I'm having a tough time finding the specifics for your W2K environment; but this does have your change in cypher strength 0; check the link for more detail and applicability to you:
CAUSE This behavior can occur if the Schannel.dll, Rsabase.dll, or Rsaenh.dll files are missing, damaged, or of the incorrect version.

This is the WindowsUpdate troubleshooter, which may get us started. Have you tried changing IE to all the default settings? Are you behind Firewall? Any idea what you did last? Is TLS checked in IE ? Was your cypher strength once at 128?
