IE - A previous installation has pending work requiring a reboot!!!

Hi,

I have been installing SBS2000 and W2K on workstations. I following the same installation routine on all systems and that is to install a clean system after formatting the HDD. I install the OS and then apply the latest SP which is 4. Then I go to Windows update and download all the critical updates and install them. At this point I dont install the IE6 SP1 critical update as it has to be done in isolation and I do all the others first. On some systems when I down load the executable to start the installation of IE6 SP1 I get the message "A previous installation has pending work requiring a reboot. You need to restart your computer to complete that installation before running IE setup. Setup will now close."

It doesnt matter how many times I reboot the system each time I try to install this update I get the same message. Can anyone please advise what is causing this and how to get around it.

I have tried all the solutions that Microsoft and this site has listed and I also can not get past the installation of IE6 on a Windows ME machine.  Machine has been virus checked, spyware removed, msconfig'd gone thru, etc.  Temp files removed as well.  No matter what I have done to this machine, still get this error.

Delete C:\Windows\Wininit.ini and I think there is winstart.bat you can delete also (There are others) I think that will solve it.

After reinstalling windows Me  for another reason, I get the same error message. Tried all the Microsoft solutions .none worked. Also when I go to the windows update page, explorer closes any new thoughts?
