I've tried setting the Internet Options > Security to low for everything, added to the Trusted Site, tried manually enabling everything. I've also tried googling and tried suggestions at

including the re-registering of dlls which worked for most people. I've checked the registry under HKEY_CURRENT_USER > SOFTWARE > MICROSOFT > WINDOWS > CURRENTVERSION > INTERNET SETTINGS > ZONES > 0
I've tried.
It works on other machines, but it doesn't work on this one.

Sorry for the confusion, but when you said "I'm trying to go onto a local site" did you mean Intranet vs. internet?
Can you post the link?
Have you compared all IE settings for those who can vs. the one which can't access to see if it's a setting, perhaps in the Browser advanced - SSL or TLS settings, or the like? I'd compare all settings to see which vary.
As you'll see from the link below; this problem could be sourced from so many specifics....

I can access WindowsUpdate fine, in fact I just used it to upgrade to IE 6.0 SP1 from IE 5.5. 5.5 wasn't working either I still got the same message.
Yes I've already compared and have it set to the same but it still gives me the error. I already checked those links, either they dont apply to me or it doesn't work.
I see, you had 5.5 originally (unclear of the version; since IE 5.5 with service pack 2 and subsequent releases no longer support the old Netscape-style plugins), and will need to download and install any plugins you need or use.

I'm really baffled, since you've compared ALL settings between those who can access and the environment which can't. wonder if perhaps the user profile is corrupted; have you tried creating a new user with Admin access to see if that helps? Anything noted in the Event Logs?
Perhaps Active Scripting settings? Brief synopsis below on something to check/test..... more detail here:
How to Disable Active Content in Internet Explorer (may or may not be enabled, please check)...
http://support.microsoft.c
Internet Explorer 5.0, 5.01, 5.5, 6: a. On the Tools menu, click Internet Options, click the Security tab, click the Internet Web content zone, and then click Custom Level.
b. In the Settings box, click Disable under Download signed ActiveX controls, Download unsigned ActiveX controls, Initialize and script ActiveX controls not marked as safe, Run ActiveX controls and plugins, and Script ActiveX controls marked safe for scripting.
c. Click OK, and then click OK again.
If you are able to load the Web page after performing this step, the problem is being caused by active content that the Web page contains.
June 12, 2003: This article was revised to add a note to the "Summary" section to indicate that this patch also sets the Kill bit on several ActiveX controls. . . more here...

Have you tried clearing cache and history files?
Tried setting IE to defaults?
Checked for updates in WindowsUpdate?
If problem persists, please post sample links. If in business environment, could be a number of issues, such as Firewalls, trusted zone issues, permissions, privacy settings and so on.
