omalag, you still didn't give me enough information. But, from what little you did give, it looks like maybe the IP of your host has been banned by Yemen. Perhaps you just need to change your hosting provider, and change to one that has not been banned. Unfortunately, a lot of hosts are considered "spammers", and therefore they get blocked by your country.
Try reading the comments on the following link. Those comments might provide a solution for you.

ted Sites->Sites. In the Web Sites window, scroll down to see if the site you want to visit is listed. If so, delete it from the list. Close out Internet Explorer, and try again.
The sites you want to visit may be blocked by a firewall, as you have already mentioned. If so, you will have to clear it up at the firewall level. I don't know if the UAE blocks websites at the country level, which would surprise me.
In any case, you may be able to enable these sites manually withing Internet Explorer, assuming that you are using IE for your web browser. If you are using another browser, the procedure will be similar.
Open up an Internet Explorer window. Then, click on Tools->Internet Options->Security->Restric
