Browsing web anonymously

I would like to see a return to the days when browing the web was anonymous, and everyone was presumed innocent until proven guilt.  Call me crazy!

So I wonder the best way (the best affordable way) to disguise my browsing of the web.  I know there are software programs you can buy for this.  Does anyone have a suggestion?  Are there are good free ones?  If so, are the ones that cost worth the money?

I'm hoping if I have to spend money it'll be under $50.
