uh, ok, so what is a proper certificate? i followed microsoft's instructions for creating a certificate.

Browse All TopicsIn IE 7, my outlook web access and another website of mine gives a certificate error. It is something about "not issued by a trusted certificate authority".
I understand the workaround is to install the certificate, but this was not an issue in ie6.
I let windows 2003 create its own certificate. is that the reason b/c i didn't use verisign or one of those?

The problem is that your certificate isn't issued by authorized certificate authority (eg. self signed). Microsoft itself doesn't provide certificates. You still need to buy one from Verizon, Thawte or other authorized CA.
As war1 said, IE7 requires stronger security and now displays a page warning you about this instead of popup that was in IE6.

Other users reported similar problem with OWA. I do not think the problem is with Windows certificate verses Verizon certificate. The problem is that IE7 requires more security and ask for proper certificate.
