Does anyone have any ideas of how to proceed?
I don't write any programming languages but to me and what I was reading, that scrollbar belongs to Firefox, not the web page you are on, correct? Except perhaps if you are on a Right To Left reading language page, maybe? Isn't that what the Bugzilla page was telling us?

OK, I couldn't get the Scrollbar to move anywhere using that layout.scrollbar.side preference in about:config.
I did find a Scrollbar Anywhere add-on but all that does is turn your mouse click into a scroll. It doesn't visually move the scrollbar.
Just maybe you'll need to get in touch with some of the people working on the Themes for Firefox. Cause it feels like it's a combination of the themes, actual builds, and extension building you are trying to accomplish.
