IE7 about:NoAdd-ons error every time I open it?

I Have a problem with IE7 every time I open it and use it it is locked on add-ons disable? I have tried looking for a way to enable them but when I look into the settings (Tools / Internet Options / Browser Add Ons) they all show as enabled. How can I get IE7 working again as it is very frustrating!

A file in IE7 may be corrupt. You may want to uninstall and reinstall IE7.

If no joy, check if you have a proxy or group policy locking addons.

check the properties of the shortcut you are using to launch IE

If the target of the shortcut looks like

"C:\Program Files\Internet Explorer\iexplore.exe"  -extoff

then that shortcut has been modified to always launch IE with add-ons disabled - just remove the -extoff to fix the problem
