Cannot change IE7 Internet Security Level From High to another Level

I am using the latest security pack and update of IE7 and I recently discovered that I cannot receive windows updates even though I am logged in a system administrator. Additionally, I discovered that the Internet security level is set to Default and I cannot change it. I checked my GP and I did not find anything that would cause this behaviour. I am running Windows 2003 Enterprise.Start Free Trial
