Another way is
1) If needed create the new user account, then use it almost once to create the profile in C:\Documents and Settings\USERNAME
2) Create another administrator user (you will delete it later), we will call it Admin2
3) Reboot and log on as Admin2
4) in Control Panel > System > Advanced > User Profiles select Administrator profile, then click on "Copy to" and Browse to the new user profile C:\Documents and Settings\USERNAME
5) Add the new user as authorized users for that profile
6) Click OK and wait for copying process to end
7) Disconnect and log on as USERNAME, you will find an exact copy of your Administrator profile

What I have done in the past to move these things over, though I am not positive that every setting is moved over properly....
Navigate to your C:\Documents and Settings Folder and select the user you made changes for
NOTE: Make sure you are showing hidden folders for this next part.
Navigate into Application Data Folder (Hidden)
From here you will see all the different folders for different elements of software. Copy the folder(s) you need over to the Application Data of the users you want to have these settings.
Make sure to verify that the settings do copy over though, as some settings may not migrate.
