Down Load in Web Browser Slow - Internet speed test is 20,000 kbs +
For the last 20 hours downloads on my HP dual core with XP have been very slow. Takes 10 to 30 seconds to load a page. I have tried different sites to be sure it was not site related. I have also ran a speed test (two different test sites) and the Internet speed was 20,000 kbs on one and 30,000 kbs down load on another.
I have unplugged the Comcast Cable box, then my Linksys router in sequence. I have reparied the link, and have booted my machine twice, no help so far. I guess I can keep re-booting? I am connected to router using 100 Mbs ethernet cable, two other users at my home using wireless have not reported un-usual slowness.
I upgraded my cable package a month ago to comcast fastest and it has been great until last night.
Computer is normal speed for other applications and I run AVG antivirus daily.
any ideas where else I might look?

This seems to be intermittant, I deleted the cache on the first problem a week ago Sunday, then during the week (it is my home computer so I use it a couple of hours a day during the week) it was ok. Then this Sunday it went to a crawl again, I called comcast and the did a ping and said all was ok.
I will try all the above next time it happens and report back.

1. An addon may be interfering. Disable Addons. If you have Windows XP SP2, go to Tools > Add-on Manager, and uncheck the addons.
If using Windows XP SP1 or earlier, disable third party extensions. With IE open, go to Tools > Internet Options > Advanced. Uncheck "Third party extensions". Click Ok. Reboot computer.
2. Clear your cache. Go to Tools > Internet Options > General tab. Under Temporary Internet Files, click "Delete Files" button. Click OK.
3. Reset IE settings. Go to Tools > Internet Options > Programs. Click on "Reset Web Settings" button. Go to Advanced tab and click "Restore Defaults" button. Go to Security tab and move the bar to Medium or Default. Click OK. Close all browsers. Reboot the computer.
4. If no joy, check if a program running in the background is interfering with Internet Explorer. Temporarily disable antivirus, firewall, antispyware, ad-blocker, popup blocker, and all Norton programs.
5. If no joy, run the System File Checker to repair any broken system files. Go to Start > Run and type sfc /scannow
and hit OK. You will need your Windows XP CD when asked.
6. Create a new user account in Windows.
7. If no joy, repair or reinstall Internet Explorer and Outlook Express in Windows XP
