My web browser will not open even though I am connected to the internet, how do I fix this?

I am using windows XP operating system with a Dell Latitude. Internet Explorer will not open any web pages; an error message that states "internet explorer cannot connect to the web page" occurs everytime I try.The error message gives a list of most likely problems such as not connected to the internet, a typing error in the address, and the website is encountering problems. However, I can retrieve email through Microsoft Outlook and my notebook indicates that I am connected. I have done a virus/spyware scane with Norton 360 and that did not help. I have also done a connectivity check and tried connecting to several different web pages with internet explorer. the check tells me I am connected but the web pages still will not open. What can I do to fix this issue?
