Program execution from a web page

I currently have a web portal page that initially prompts the user to install an access agent.  On almost all computers, users are promperly prompted to run/save/cancel when the link is selected.  On one system, the person is  only aloowed to save or cancel.  Is there a setting to re-enable the run option ?  The computer is running Windows XP SP2 with Internet Explorer 7.
